I am a classic pear shape, however, I have a small waist. How can I emphasize my waist without making my hips and bottom look bigger?

That's a tough one. The problem that you're going to run into (and you probably already know this) is that whenever you place emphasis on a smaller body part, the ones around it look larger by comparison. Therefore, anything you do that emphasizes your small waist is going to make your hips and bottom look larger.

You could try focusing on light-colored, fitted tops (those with shirring on the sides to create a shorter side and a longer, draped edge would work especially well) over dark, loose pants or skirts. Avoid light colors on the bottom, as they'll only draw attention to the area.

I would also try longer, tunic length tops with a bit of shaping to them to play up your waist while giving some coverage to your hips.
